Japanese Prime Minister Sanae Takaichi and the government are continuing to use AI as both a public engagement tool and a central component of national policy. While the "AI Sanae" chatbot was part of her 2025 campaign, it now reflects a broader government-wide strategy to become the "world's most AI-friendly country".
AI for government and policy
  • Centralized AI management: In September 2025, Japan established the AI Strategic Headquarters, led by the prime minister, to coordinate national AI policy. Its main task is to implement the national Basic AI Plan, which will guide the government's direction on promoting AI and balancing innovation with risk management.
  • Government AI for administrative efficiency: The Digital Agency is developing a "Government AI" for use across all ministries. This is part of a plan to actively use AI to improve the efficiency of administrative work and services.
  • Evidence-based policy and risk assessment: Takaichi's administration has continued a national initiative to remove "analog regulations" that hinder digital adoption. However, clarifying liability for AI system malfunctions in areas like compliance is still a challenge. The government is also establishing an AI Safety Institute to develop safety evaluation frameworks, particularly for high-stakes areas like healthcare and robotics.
AI for public and international engagement
  • Data-driven policy development: While the "AI Sanae" chatbot was a campaign tool, Takaichi affirmed in an October 3, 2025, tweet that the questions collected would inform her administration's policies. This indicates a continued use of AI tools for crowdsourcing public opinion and using data to guide policy decisions.
  • International cooperation on AI: Takaichi is using AI as a pillar of her foreign policy. On her first official trip to Malaysia in October 2025, she proposed a joint initiative with ASEAN nations to collaborate on AI development and address challenges like human resource development.
AI for economic development
  • Investment in growth industries: Takaichi's economic policies, framed as "Abenomics 2.0," include strategic investments in growth sectors such as AI and semiconductors.
  • Deregulation to boost innovation: Building on the 2025 AI Promotion Act, Japan is taking a "light-touch" regulatory approach to encourage innovation. This includes easing some data privacy consent requirements for AI development, aligning with the country's goal of fostering a strong domestic AI ecosystem.
